LL6 do come up if I comment out the bridge. Hmm.

I then made another experiment:

I put br0 into the allow-hotplug block. Now wireless devices are
brought up before the bridge, some of them get an LL6 address, but
half of them fail to be brought up. (Note: there are 4 devices total;
I redacted and simplified the sourced config in the bug report).

If I put br0 as auto, as in the original bug report, all wireless
interfaces are systematically brought up, always after the bridge, but
they never get an LL6 address.

Whether the above is caused by differences in how ifupdown handles
auto versus allow-hotplug, or by bridge-utils, is anyone's guess.
