It seems that Thomas missed this question, but it appears that this was
resolved in unstable via 17.2.1-3 and then 17.4.0-1.

Adam is correct, this is fixed in Sid with 17.2.1-3, adding the patch
Add_MariaDB_error_1020_handling_as_DBConsistencyError_subclass_....patch
that was included in later upstream releases.
