I missed this. You assigned the wrong package. 'r-cran-xml' is upstream package XML which is older and at at release 3.99-0.19. I maintain this. You wanted package xml2 aka r-cran-xml2 which is at version 1.4.0-1, and has this bug. I will reassign this to the Debian R team which looks after r-cran-xml2.
