Bug#1072037: please revisit upgrading to a new upstream version

with the introduction of libxml2 2.14.x I upgraded the 
libxml-libxml-perl version to 2.0207, there also is a 2.0210 version 
abvailble.  Please consider updating the upstream version also in Debian.
