When I build doc-linux-nl under pbuilder, I get numerous error
messages like

#sgml2txt -f -c latin Advocacy-NL.sgml
../../../../../../maaktxt -f -c latin Advocacy-NL.sgml
sgmltools
sh: w3m: command not found
...
#sgml2txt -f -c latin Bootdisk-HOWTO-NL.sgml
../../../../../../maaktxt -f -c latin Bootdisk-HOWTO-NL.sgml
sgmltools
sh: w3m: command not found
#sgml2txt -f -c latin Bridge-NL.sgml
../../../../../../maaktxt -f -c latin Bridge-NL.sgml
sgmltools
sh: w3m: command not found

and so on.  And the corresponding .txt.gz files in doc-linux-nl-text
end up as gzipped empty files.
