To summarize: Package mlock does not exist anymore and that's intentional. The fact that alpine uses its own "alpine-mlock" executable is documented in alpine changelog, and I consider that to be good enough. But the proper place to document that "mlock" was removed is in the tracker page for its source package, i.e. here: https://tracker.debian.org/pkg/uw-imap The plan was to remove uw-imap from Debian, we have not asked ftpmasters to do that yet, but maybe we could do that now.
