I tried in my stable box running Xfce but cannot seem to reproduce it. Can you try to create a new user and try to reproduce it there? Also, it looks like the way I use compose key maybe a bit different: say I want to input `á', I type the compose key (I used "Caps Lock" for testing) and a small floating window shows up, and I type `'' and `a' to create á, and the floating window disappears. I'm not sure whether it's the same sequence of input for you.
