Bug#1112314: please consider building with meson, and ship pkgconfig file

Version: 1.7.2-2

device-tree-compiler package comes with meson.build.
When using meson to build it, an added bonus will be
to have a pkgconfig file for it.  Please consider
switching to meson and ship a .pc file.
