Upon further investigation, I have discovered that the issue appears related to 'Unsaved Work' popup. Having gedit or rhythmbox open causes shutdown to logout user. Also the suspend button is missing from the shutdown options when this occurs. The expected behavior, there should be a panel warning of unsaved work.
If I manually close gedit and rhythmbox before shutting down, the shutdown sequence completes as normal, and the suspend button is available.
