IP::Country::Fast doesn't seem to be in Debian (using packagesearch)
but libgeo-ipfree-perl is.  Maybe it is now the appropriate package?
It's description is 
"A look up country of ip address Perl module
Geo::IPfree uses a local file based database to lookup
country of hostname or ip address."

I don't know that the 2 modules are compatible, but thought I'd report
this.  It is unclear at the moment whether it is possible to activate
the RelayCountry plugin, or how to do so.

In general, a guide to which debian module to install for which plugin
would be helpful (or an indication of the need to install from CPAN).

More documentation was already promised in bug #348394.  That was
apparently closed because the plugin is disabled by default (though
there is a report in that bug of its being enabled by default).  I am
filing this bug to let you know about the other module, and also
because it seems the plugin can't be turned on.
