Actually it's on purpose that libdbus-1-2 doesn't depend on dbus, as you should be able to use the library without the daemon (One just needs to handle the error).. Unfortunately nobody actually does ;( For the next upload i've let libdbus-1-2 recommend dbus, which should fix this issue.
