With the new Python policy, dh_python doesn't handle byte-compilation any more.
And there's no point in optimizing something that's deprecated IMHO. Both python-central and python-support use mechanims where the only files that are byte-compiled are those from the package itself. You can't optimize much more. :-) So the desired feature now exists, but is not part of dh_python. I suggest you close this bug.
