it seems the qemu-guest-agent package (at least the one shipped in
Debian trixie) contains a logic bug that can prevent a suspend-to-mem or
suspend-to-disk command from executing.
This is an upstream (qemu-ga) bug. However, it is only shown when the
guest does not have neither systemd nor pm-utils installed, which is a
rather rare situation these days.
(Not saying it's a "good" bug, - it needs to be fixed anyway).
