The init scripts in svn should be fixed to do the right thing. Can you test them for me and make sure they fix the problem you are seeing? To check out a copy, use svn co svn+ssh://svn.debian.org/svn/collab-maint/ext-maint/freeradius/trunk and then run (as root) apt-get build-dep freeradius cd in to trunk, and run debuild Try those debs out, and if you still have a problem, please let me know.
