Please unblock package dolfinx-mpc

(Please provide enough (but not too much) information to help
the release team to judge the request efficiently. E.g. by
filling in the sections below.)

[ Reason ]

dolfinx-mpc has made a new bugfix release (0.9.2) which fixes a bug
initialising MPI communicators. The patch has been backported in
dolfinx-mpc/0.9.1-2

[ Impact ]

The problem fixed by the patch is described upstream at
https://github.com/jorgensd/dolfinx_mpc/issues/170

dolfinx-mpc 0.9.1 incorrectly manages MPI communicators, which
prevents parallel calculation of complex geometries such as
periodically repeating systems. The patch will allow trixie uses to
run such calculations without triggering that error.

[ Tests ]

autopkgtest (debian/tests on debci) is passing the upstream test suite.
The package is quietly counting its 20 days** to automatic migrations.

[ Risks ]

dolfinx-mpc is a leaf package enabling specialised calculations using
dolfinx. So no other package is affected.

The patch is relatively simple, tested and released upstream, and
tested on debci. So risk is negligible.

[ Checklist ]
[x ] all changes are documented in the d/changelog
[x ] I reviewed all changes and I approve them
[x ] attach debdiff against the package in testing

[ Other info ]
** dolfinx-mpc/0.9.1-2 has reached day 8 of its 20 days before
automated migration due to passing debci tests.
But hard freeze has been announced for 27 July so the package won't
make automated migration before them. I figured it's best to request
the unblock now rather than wait til 27 July, to help spread the final
workload.
