There might be some missing Replaces/Provides somewhere to hint apt at a better 
solution.

No idea how to find out why qgis gets removed. Might be the removal of qtwebkit.

Upgrading qgis between apt upgrade and apt full-upgrade works around the 
removal.

The removal also doesn't happen when qgis from bookworm-backports is installed, 
this should be the case for most actual users of qgis.
