As we haven't announced (nor decided) a release date yet, it's not too late for targeted fixes.
If so, what would be the next phase? Should I open an unblock bug on release.d.o metapackage once uploaded?
paperwork isn't a key package and has autopkgtests, so assuming we don't announce a Full Freeze date next couple of days, it should be able to migrate without help. Having said that, we watch for RC bug fixes that don't migrate so we'd probably spot the upload. Also an unblock is fine.
