Looking at the history of armel there, it doesn't seem that there are any migration runs there, only migration-reference/0 runs. Which means that britney2 figures out that no package from pdns are installable there and doesn't schedule any test and thus doesn't block on those architectures. The migration-reference/0 runs are scheduled by some other script of mine; apparently it doesn't detect the situation properly.
