For that device the PHY driver appears to be phy-mtk-pcie, which is *not* currently included in the installer. For the other PCIe port the PHY driver appears to be phy-mtk-tphy which *is* included in the installer. Can you confirm whether I am right about the PHY drivers? Is it possible that you originally tested the WiFi/BT card in port 1, and then tested it in port 0 this time? I already reassigned this to the relevant installer component (hw-detect) because I thought the only issue was failure to handle the firmware installation. However, the kernel package (linux) controls the selection of drivers to be included in the installer, so a missing PHY driver is a bug there.
