Hello fellow Debian maintainer,

I wasted several hours only to find out that Debian disabled rtsp://
while the rest of the world (VLC on Android, ffplay) is completely fine
with it.

Even
[man:vlc(1)](https://manpages.debian.org/bookworm/vlc-bin/vlc.1.en.html)
stilll contains:
> rtsp://<server address>[:<server port>]/<stream name>
>     RTSP Video On Demand stream

An no 'Debian.NEW' file, not even an entry in `debian.changelog` when
3.0.12 was released. How are normal people supposed to find that out?

1. Please add an entry to debian/changelog
2. Please create a NEWS.Debian file
3. Please remove 'rtsp://' from the manual page
4. Consider printing a proper error message that support for 'rtsp://'
   got yanked.
