The freeze policy is documented here [1]. Targeted fixes for severe enough issues are welcome, I see more RC bugs being open. src:snapd is a key package, so you should ask for an unblock with $(reportbug release.debian.org). Release Team members may spot the upload if you don't, but unblock bugs are cheap.
