Not a new install, this machine has been running Debian Testing for a long time. Not sure when exactly the problem showed up, the keyboard layout tool certainly worked at one point.
How did you install Debian? Did you do anything unusual when installing?
Not that I know of, though it was so long ago that I couldn't possibly say for certain. But as I said, the keyboard layout tool certainly worked in the past on this computer.
What is your graphics card?

(Running Xorg, because Wayland doesn't work with this controller, or at least it hasn't worked every time I've tried, haven't tried in a couple months.)
