Hello, in reply to Debian bug #1107479 (http://bugs.debian.org/1107479) the kernel will disable the pktcdvd module as it's orphaned upstream, broken and most functionality is provided by mod_sr. This will affect forky for sure, the debian kernel team still considers backporting that change to trixie and bookworm. See also https://salsa.debian.org/kernel-team/linux/-/merge_requests/1564 . The udev rules shipped by the udftools package trigger calling pktsetup which in turn calls `/sbin/modprobe pktcdvd`. This obviously will result in an error once CONFIG_CDROM_PKTCDVD is disabled.
