Hi, not entirely sure what you mean with "load a phone via USB", is it like charging the phone's battery using power from the USB port? I've just tried doing that, there is no dialog popping up every few seconds. Isn't it that the USB connection is unstable and the PC recognizes the phone being attached/detached every few seconds?
Anyway, if you're connecting via USB, this issue has nothing to do with kdeconnect, which works via Wi-Fi/Bluetooth. Looking at the bug reported in the KDE BTS, probably the Solid framework is the most appropriate target, i.e. kf6-solid in Debian. But this really sounds like a connection issue to me: you could also check that in the journal.
