The cloud images try to set their locale to C.UTF-8. They do this by writing to /etc/default/locale. However, the Debian patches that made systemd respect /etc/default/locale were removed a few years ago; see https://salsa.debian.org/systemd-team/systemd/-/commit/01d2cc27c74617f5a93c1b6da304f0a143bd0b0b. It's preferable to use the systemd locale location of /etc/locale.conf for locale configuration.
