While the policy should, of course, not mention any specific packages,
I think it would be prudent to try to justify the suggested changes
with practical examples of packages using the versions in the ways you
describe.

Your text indicates that you want to continue using source format 1.0
for some packages, even though Debian deprecated it a long time ago
(https://trends.debian.net/#source-formats). That does not make sense
to me, but it is difficult to provide counter-arguments on what is the
proper way to do something in lack of concrete examples.

This is also a case where both the suggester and reviewer (Ian and
Sean) are both biased in getting rid of source packages in Debian and
you both have a vested interest in promoting use of the source format
version 1.0 in ways that previously were considered misuse. By
rewriting the policy you can make it suddenly be "correct" to ignore
basic assumptions the entire Debian archive is built upon.

Thus I am requesting that these changes are properly justified with
supporting examples of packages that really need it.
