Dear Maintainer,

the man page of sqlite3 says

> If the file ${XDG_CONFIG_HOME}/sqlite3/sqliterc or ~/.sqliterc exists, the
> first of those to be found is processed during startup.

however, it does not look in XDG_CONFIG_HOME at all. You can verify with 

```
strace -f -t -e trace=file sqlite3
```
