Thanks for this extra info!  I tried this in a docker instance running
bookworm: install elpa-haskell-mode, run `apt upgrade' to trixie, and
run `emacs test.hs', but this doesn't seem to trigger this issue either.

However, I do notice another issue in this process: the directory linked
to /usr/share/emacs/site-lisp/elpa for the older version of
elpa-haskell-mode is not cleaned up, which I'll file a separate issue.
In the meantime, can you check under that directory that whether the
directory for the older version of haskell-mode is still there?  And if
that's the case, can you remove that and try to reproduce?
