Control: retitle -1 Intend to Orphan: libforms

Kin longer discussion on the debian-devel mailing list, I've come to
the conclusion that an "Intent to NMU" may not be the best fit for the
kind of changes involved in moving the package to Salsa and updating its
packaging more broadly.
Given that the package was last uploaded by you over 10 years ago, and
that there have been seven NMUs since then, I believe it's reasonable to
consider the package as effectively orphaned. In that light, I’m
planning to do a QA upload based on the current Salsa repository [1],
and bring it in line with current packaging standards.
Once the updates are complete, I intend to upload it to DELAYED/15,
targeting experimental, so as to respect the freeze policy.
Please don’t hesitate to let me know if you object to this or have any
concerns.
