Bug#1105897: debian-history: doc-base file for Romanian seems to be missing

Dear maintainers,

I came here because reproducible-builds reported the 13.5 version of debian-history as not reproducible on i386. I had a look and was surprised by what I saw: the content of the doc-base .ro file in the .ru file. I note that the language mentioned in the .ro file in the source mentions .ru, so that's not a surprise, but needs fixing too. But what struck me later (and what this bug is about) is that the .ro doc-base file is missing from the deb according to https://packages.debian.org/sid/all/debian-history/filelist
