Thanks for the detailed report, the problem is that the mapfile for ugq
is not installed. I will ask upstream whether this is deliberate or a
bug.
In the meantime you can do (as root)
$ echo "Map ugq.map" >> /etc/texmf/updmap.d/99local.cfg
$ update-updmap
$ updmap-sys
...
After this it should work.
But as soon as you uninstall texlive-fonts-extra you HAVE TO REMOVE the
99local.cfg file (or at least the entry for ugq.map).
