Yes, it could in principle, but see these other bugs:

Lets have this "want tag2upload to support pristine-tar" as its own
bug report.  Please feel free to file that, and drop the bug number in
all those other bugs.  I'll give a better and more substantive reply
then.

I'll reply there with my thoughts at greater length.  We can then
avoid having this particular question derail reports about
tangentially-related orig-handling bugs.
