This got tied up with a more general question about debcargo, which took a while to resolve.
I've now made an upload marking sqv as Multi-Arch: foreign, but the "hard freeze" will hit before it's testing migration delay finishes. I would appreciate if someone more familiar with the package than me could do some testing and file the unblock request.
