This bug can be reproduced with the following command
#ntfsmount /dev/hda1 /windows -o fmask=0111,dmask=0,succeed_chmod
fusermount: failed to open /dev/fuse: No such file or directory
fuse_mount failed.
Unmounting:

An ad-hoc way of fixing this is the following:
#ln -s .static/dev/fuse /dev/fuse

Then AFAIK everithing works
#ntfsmount /dev/hda1 /windows -o fmask=0111,dmask=0,succeed_chmod
