Hello Osamu, First I would like to apologize for answering so late. This bug is part of a long series of bugs: #334941, #365902 and others, that we have not been able to trackdown. The bug is:
1) much probably in gnome-panel. KDE users never reported it. 2) hard to reproduce at will. In fact I have never seen it. 3) tend to fix itself by restarting GNOME. So if you are able to reproduce it, we would very much like to know how. My opinion is that this is a race condition between menu-xdg writing the menu and gnome-panel reading it, and that this should be fixed in gnome-panel side.
