Unfortunately this is not complete in all conditions. Upstream's 
makefile checks for the existence of /lib/systemd/systemd _AND_ 
/run/systemd. The latter only exists if systemd was installed by 
sbuild, and not already by the chroot creator.

I'll followup with an NMU to set INITSYSTEM=systemd, just like 
upstream does it for /their/ deb-packaging.
