bts command from devscripts package is complimentary to reportbug. But currently it needs mta configured or mutt to send mails. It'd help a lot if bts can use reportbug.debian.org smtp server so it can send mails without configuring an mta or smarthost. When running bts --smtp-host=reportbug.debian.org it says sending mails to cont...@bugs.debian.org is not allowed.
