This bug has been filled in response to #636694. While the problem has been fixed by stopping TMPDIR usage in the locales-all postinst, there is still a need for some space available in /tmp for upgrading or installing packages with debconf templates. On one side the problem is more likely to happen because tmpfs on /tmp is now the default in trixie. On the other hand systems have more RAM, so bigger /tmp, so the problem is less likely to happen. > Do you agree on closure?
