hueplusplus is a small library needed for openrgb, which is also blocked (separate bug being submitted). Almost none, it's a small shared library and documentation and it's pretty stable and not many releases/fixes expected over the lifetime of Trixie. New library with only one new reverse dependency, no impact on the stability of the debian release.
