Dear Maintainer,
this bug originally reported against ntp.org ntpd seems to be still present
with identical issues also in ntsec.org ntpd.

Summary from ntp.org upstream report (not written by me):
>When ntpd starts, it immediately resets the kernel status field to STA_PLL
>without STA_UNSYNC, before the clock is actually synchronized. This may
>mislead applications that use ntp_gettime() to check if the clock is
>synchronized.
