Can you reproduce this using a clean build from unmodified upstream sources? If so, it would be best to report this directly upstream; I haven't had access to an AIX machine for literally decades now, but I'm pretty sure there are still OpenSSH upstream developers who do.
Can you also describe whether this is a regression from a previous release? If so, what was the last version that worked?
