(Vcs-Git, Vcs-Browser): Switch to the debian namespace. (Build-Depends): Replace libmariadb-dev-compat with default-libmysqlclient-dev; the new release supports both MariaDB and MySQL. Remove ancient parser3 version constraints. (Depends): Likewise.
