So, when I run the settings manager, the panel appears with no icon associated with actions.
Well, in fact, only the xscreensaver icon is showed.
There is no icon associated with "Display", or "Desktop", or "Keyboard", etc ...

Sadly I'm not sure what you mean. Do you mean:
- there isn't an icon for the settings manager in the panel?
- that you see no icons when you run the settings manager?
- something else entirely?
