For the record (and too late to make any difference), yes. Our backups run as a low-privilege "dump" user, which meant that pg_basebackup didn't work.

Thank you! Today I rebuilt a cluster and it picked up patroni version 4.0.5-1.pgdg24.04+1. My Ansible task to fix the postgresql.conf permissions reported that there was nothing to do, so this does seem to have fixed the problem for me.
