a little update on the issue. here's what I have done. updated my testing system, the system that has the problem. opened orca preferences. clicked ok, no speech though orca is running. I have tried the same version of orca on a system without the issue. no problems. I suspect its either the espeak-ng module or speech dispatcher itsself or one of many other dependancies
