yes – you are right, that's an environment problem here.
Oracle 19 includes libexpat.so.1 in it's libraries which makes the problem.

Thanks for the bug report.

I can't reproduce it inside an up-to-date unstable chroot/container.
This seems like a local problem with your environment, maybe...?

I'm taking the liberty to downgrade this bug's severity to "normal" so
that it doesn't remove GDB from testing.  Once we figure out if this is
indeed real issue, we can bump the severity again.
