I have an upstream tarball which has some debian/ files inside it. I know
they will conflict with my own debian/* and thus when I do svn-upgrade I
would like to be able to say:
svn-upgrade -X debian/changelog newtarball
And it wouldn't try to merge debian/changelog in the trunk. It would keep
it in the "upstream branch" however. It should be able to ignore a whole
sub-directory as well.

Reasoning: I want to follow the changes in their debian directory
(most files are similar) but I don't want to integrate debian/changelog
because this file obviously differs.
