The DEP-14 conversion tool uses the 'salsa' tool for GitLab interactions. What is stated at https://manpages.debian.org/unstable/devscripts/salsa.1.en.html applies for it. However, I agree it would be easier if the man page for the DEP-14 conversion tool had this and the suggested permissions explained. I will look into that soon.
