This breaks bzr for me, so raising to RC. I see Ubuntu has applied a patch to fix this: https://launchpadlibrarian.net/784090668/breezy_3.3.10-1_3.3.10-1ubuntu1.diff.gz(and another to fix an equaly serious assertion failure, that you'll hit immediately after fixing this bug).
