I’m raising the severity of this bug as it makes the package completely unusable.
Installing and running ejabberd 24.12-2 on a fresh trixie system works just fine for me. So maybe the "grave" severity isn't required here, as that's meant for bugs that render the package unusable by "most or all users"?
